Governance Board Meeting, June 1, 2005

In Attendance:

Joseph Ricke, Jan Nelson, Mary Tingblad, Melanie Casiday, Margaret Ruffino, Pam Wertjes, Sara Macke, Anita Britton, Rhonda Lundgren, Sandy Gosen, Jeri Goodspeed-Gross, Doug Kennedy, Ramona Anderson, Rachel Consdorf.

Call to Order:

4:35 p.m., by President Ricke. 

Education Minnesota President

President Schaubach welcomed the opportunity to address the MTA Governance Board. She reported that the House, Senate, and Governor have proposed plans to increase Education Funding. Alternative Compensation plans have also been proposed. Education Minnesota supports plans that will be bargained locally, use ongoing funds (vs. one-time grants), use Professional Development to build professional skills, and meet Education Minnesota principles. 

The Statewide Health Insurance Bill now includes 6-8 required plans. Each Local would decide which plans to include and negotiate how much the district would contribute. If passed, this would go into effect in the bargaining years following the current one. The Pension Bill will solve the Minneapolis pension problems, but will not hurt TRA. 

President Ricke asked why grievances and arbitration is taking so long this year. President Schaubach will check into why these processes have slowed down.

Approval of Minutes:

Motion by Goodspeed-Gross, seconded by Lundgren, to approve the minutes of May 18, 2005. Motion carried

Teachers' Rights Report:

The Teachers' Rights Co-Chairs spent half a day in meetings with Mike Lovett, Dennis Peterson, and Claudia Risnes. Physical Education and Health teachers will know their assignments by June 9, 2005, and all others will know by June 1, 2005. 

Everyone is reminded to use caution when using e-mail. It is the district's e-mail, not your own. 

For TIP, newer teachers are evaluated using Charlotte Danielson, and veteran teachers can be evaluated similar to the old way.

President Ricke will continue discussions regarding stress felt throughout the district. This will occur at Meet and Confer in the fall, and in meetings over the summer with the Teachers' Rights Co-Chairs, Dennis Peterson, and Claudia Risnes.

Treasurer's Report:

Treasurer Casiday distributed the MTA Monthly Budget Report and the MTA Checking Account Statement, both dated May 31, 2005. An end of the year budget analysis estimates that reserves will be approximately $15,000 at the close of the budget year on June 30, 2005. Motion by Britton, seconded by Goodspeed-Gross, to keep MTA dues at $95 and to approve the 2005-2006 MTA Budget as presented. Motion carried

Motion by Goodspeed-Gross, seconded by Ruffino, to pay Dave Eisenmann $500 (total of $1,000 for year) for webmaster services this year. This pay will include time spent during the 2005-2006 school year to train Secretary Tingblad to maintain the MTA website. Motion carried

New Business:

2006-2007 Calendar Committee Update: Jan Nelson, Margaret Ruffino, and Sandy Gosen are the MTA representatives on this committee, however none have been contacted by Mike Lovett yet. 

Use of Closed Session: We will follow up on this at the summer meeting. 

 

Old Business:

Summer Strategic Planning: The summer meeting date has been set for June 28, 2005, however, the Education Minnesota Field Staff Representative is suggesting we look at a date in August. President Ricke will e-mail the Governance Board regarding the finalized date. 

Relicensure Chair Update: This year's Co-Chairs have resigned, and the committee has chosen two new Co-Chairs. President Ricke will get more information soon. 

Tutoring Policy: There are concerns regarding the proposed policy. President Ricke will talk with Dennis Peterson, Mike Lovett, and the School Board to request that the final approval of this policy be deferred to a later date.

June 3 Celebration: The Year-End Celebration will be on June 3, 2005, 4:00-8:00 p.m. at The Marsh.

Teachers Rights Co-Chairs: Mary Benson and Anita Otten will continue in their positions. They request clarification on their involvement with the Governance Board. 

 

President’s Report:

.4 Release Time for President: The arbitration date will be in July.

Distinguished Educators Program: President Ricke will discuss this more with Mike Lovett. 

IBCB Update: The training for Interest Based Collective Bargaining will take place on June 9, 2005.

St. Ben's: The Summer Seminar at the College of St. Benedict will be August 1-3, 2005. We can send up to five people. Anyone interested should contact President Ricke.
