Governance Board Special Meeting, June 28, 2005

In Attendance:

Absent

Pam Wertjes, Heather Stowman, Debra Drexler, Anita Britton, Jeri Goodspeed-Gross, Rachel Consdorf. There is a vacancy on the Governance Board for a fourth MHS representative.

Call to Order:

9:28 a.m., by President Ricke. 

 

Thank You Cards: President Ricke shared thank you cards received from this year's recipients of MTA scholarships and from the Crosby-Ironton Local. 

Grievances Update: The arbitration date for the grievance concerning the .4 President release time has been set for July 15, 2005. A decision can be expected within one month after the arbitration meeting. There will also be a meeting on June 29, 2005, to discuss the other grievances filed. These grievances are for how the counselor's position was posted and for moving teachers, not following seniority. Teachers moved have been sent letters from Mike Lovett informing them that they can schedule a meeting to talk about the move and what is needed to help make the move easier.

Schedule and Availability of Field Staff: The field staff member is requested to be available for Governance Board meetings, Negotiations, Grievances, and other meetings, as needed.

Negotiations Update: President Ricke shared a document “Basic Steps of Interest Based Collective Bargaining (IBCB).” He will send out an introductory document to the membership to communicate general information, not positional statements. The MTA Negotiators and the District Negotiators will send out press releases jointly only. Both sides agree on what will be communicated and how. The intent of this process is to work more collaboratively and less confrontationally.

IBCB training has been completed. The first work session was June 27, 2005, and the second work session will be on June 29, 2005. President Ricke will communicate the desire of Governance Board input into the negotiations process. Future negotiations meetings will be on July 18, July 20, August 4, August 5, and August 15, 2005. There will also be other working small group meetings.

Anita Otten requests that an impartial note taker also be involved in the negotiation sessions. President Ricke will share this request at the next negotiations meeting.

MTA Job Descriptions: Governance Board members are asked to read and be prepared to discuss the MTA job descriptions at a future Governance Board meeting. The Teachers’ Rights Co-Chairs request that they only be required submit a newsletter article every other month, instead of monthly as in the current job description.

MTA Constitution and Bylaws: We need to make changes to the MTA Constitution and Bylaws to match requirements and wording provided by Education Minnesota. Discussion included changing all terms to begin July 1 and end June 30 to match our budget cycle.

In the fall, we will discuss the structure of building MTA meetings. All Governance Board Building Representatives and Teachers’ Rights Representatives should hold monthly MTA meetings with building members.

President Ricke and Vice President Nelson will set up next year’s Governance Board meeting schedules.
