Governance Board Meeting
District Service Center

 September 21, 2005

In Attendance:

Joseph Ricke, Jan Nelson, Mary Tingblad, Melanie Casiday, Susan Weber, Margaret Ruffino, Pam Wertjes, Heather Stowman, Debra Drexler, Anita Britton, Rhonda Lundgren, Sandy Gosen, Jeri Goodspeed-Gross, Doug Kennedy, Ramona Anderson, Rachel Consdorf.

Absent

There is a vacancy on the Governance Board for a fourth MHS representative.

Guests:

Mike Cutshall (MTA Negotiator), Mary Benson and Anita Otten (Teachers’ Rights Co-Chairs), John Borgen (Education Minnesota Field Staff Representative).

Call to Order:

4:39 p.m., by President Ricke. 

Approval of Minutes:

President Ricke requested that the approval of the Governance Board meeting minutes of September 7, 2005, be tabled. Later this week he will send out an e-mail with voting buttons to the Governance Board members asking for the approval of minutes.

 

Old Business:

Negotiations Update: Motion by Lundgren, seconded by Casiday, that we go into Executive Session. Motion carried. This “closed session” is confidential and allows for freer discussion. The minutes do not reflect what is said while in Executive Session, nor can the information be discussed outside of Executive Session. Members are not to divulge the proceedings of an Executive Session and can be punished under a disciplinary provision if they violate the secrecy. It was agreed upon that guests could stay in the meeting during the Executive Session, provided that they adhere to the same requirements regarding the session as the Governance Board members do.

Motion by Tingblad, seconded by Casiday, to close the Executive Session. Motion carried.

Motion by Gosen, seconded by Ruffino, to present the Tentative Agreement to the membership. Motion carried. (14-0)

Motion by Goodspeed-Gross, seconded by Ruffino, to recommend approval of the Tentative Agreement to the membership. Motion carried. ( 13-1)

President Ricke will get the Tentative Agreement printed and distributed to the buildings so that all members have a hard copy of the document on Friday, September 23, 2005. Vice President Nelson will arrange for the General Session Meeting of the Membership on Tuesday, September 27, 2005. Voting will occur on October 3-4, 2005. (Note: The ArtsCenter was not available on that date, so the meeting was set for September 29, 2005, with voting on October 4-5, 2005.)
