Approval of Minutes: |
Motion by Ruffino, seconded by Matthias, to approve the
minutes of April 19, 2006. Motion carried. |

Teachers’ Rights Report: |
The Teachers’ Rights Co-Chairs were not present, so there was no report given. |

New Business: |
Election Committee: The Election for the MTA President/Vice-President team will be held May 9-10, 2006. Election envelopes containing the ballots and membership sign-in sheets were distributed to the Building Representatives. Election Committee members distributed a procedures/guidelines sheet from the MTA Election Policy and went over correct procedures. Members who know that they will not be present on May 9-10, 2006, can vote ahead of time by absentee ballot. On May 10, 2006, between 3:30-5:00 pm, Building Representatives should bring the ballots and election materials to the Election Committee at DSC. The Election Committee will send out a follow-up e-mail later this week. Memorandum Of Understanding: President Ricke read a Memorandum of Understanding regarding the Distinguished Educator Program. Memorandum of Understanding 1.
Whereas,
the a) The demonstration of excellent teaching; b) Guide teachers to set higher goals and show progress; c) Help already strong educators to conform to best practice, reflect, and improve; and d) Publicly acknowledge and reward outstanding teaching and educators; and 2. Whereas, the parties agree that a stipend should be provided to teachers who successfully complete the two-year Distinguished Educator Program; therefore, up to 15 teachers who complete this program in the 2006-07 and 2007-08 school years shall receive a stipend of $1,000 upon completion of the program in 2008, and an additional $1,000 for each of the 2008-09 and 2009-10 school years, in addition to their base contract amount. Motion by Weber, seconded by Lundgren, that President Ricke should sign
the Memorandum of Understanding regarding the Distinguished Educator Program.
Motion carried. President Ricke reported that the DEP Committee has recommended changing the timing of the stipend payments. President Ricke will lobby the district to change the stipend payments to earlier payouts. |

Old Business: |
Teacher Celebrations Committee: The Teachers Celebrations Committee suggested scheduling an MTA after-school event for May 25, 2006. The committee is considering the Lake Ann Pavilion, the MHS Pier, or the Minnetonka Community Center. Workload Committee Update: The Workload Committee will meet on May 11, 2006, to work on more fundamental changes to be proposed for next year. Some teachers have reported having their requests for release time denied. President Ricke and Vice-President Nelson will look into these concerns. Secondary 2006-2007 Conferences: The contract states that there are three conference days for secondary schools, and we have been scheduled for four conference days. President Ricke reported that the grievance process has been started. Of the members that responded to the survey, 62% voted for four days of conferences and 38% voted for three days of conferences. President Ricke will request a Memorandum of Understanding regarding the current contract and calendar. Grievance Process: The IB grievance has been dropped per Education Minnesota’s recommendation. The process and communication regarding grievances has not been clear. This item is tabled until a later meeting. Summer School: The district is now offering full courses for credit during summer school, however the district has not negotiated pay for this. President Ricke and John Borgen are keeping discussions open on this and may submit a demand to bargain. The district will post these positions. If Minnetonka teachers do not apply, the district will hire from outside of the district. The district is pursuing more options for dealing with the six-period day including: morning Zero Hour classes, after-school Zero Hour classes, full-credit classes during summer school, and online classes. MAPPS Update: President Ricke discussed MAPPS And showed a PowerPoint presentation. John Borgen recommends the following steps: 1. Write the necessary contract language 2. Submit for Governance Board approval 3. Send the application to the state 4. After state approval, MTA members vote Bev Ginther explained that everyone hired within the past six years have been trained for evaluation using the Danielson model. Everyone else would need to be trained for this evaluation. The additional dollars would be awarded 80% based on completion of an individual teacher goal, 10% on completion of a classroom goal set with the MAPPS coach, and 10% on completion of a site goal. Motion by Ruffino, seconded by Anderson, to extend the meeting past
6:00 p.m. to complete the MAPPS presentation. Motion carried. Motion by Chalupsky, seconded by Drexler to postpone the general
membership meeting. Motion carried. The Governance Board will
reschedule this meeting at the next Governance Board meeting. |
