Governance Board Meeting

Call to Order:

9:08 a.m., by President Chalupsky.

Thank you to Field Staff Representative Borgen and Vice-President Anderson-Simonson for planning for today’s Governance Board training session which will take place after today’s meeting.

Approval of Minutes:

Motion by Drexler, seconded by Ruffino, to approve the minutes of June 7, 2006. Motion carried.

 

 

Building Representative for Minnewashta: After almost a year without a Minnewashta Building Representative, we now have a full Governance Board. Motion by Wertjes, seconded by Anderson-Simonson, to confirm Julia Antonsen as the Minnewashta Building Representative. Motion carried.

Q-Comp Update: President Chalupsky provided an update on the Q-Comp work that continued over the summer. The state has requested some changes, so the original application is being updated. President Chalupsky, Negotiator Mike Cutshall, and Field Staff Representative Borgen worked on MOU language yesterday and will meet again on July 24, 2006. The application must be resubmitted by July 27, 2006. We will schedule a second summer Governance Board meeting in August. The goal is to present the approved Q-Comp plan to the Governance Board in August, and present it to the MTA members during workshop week. Superintendent Peterson has scheduled time for a full membership MTA meeting at the high school during the district-wide meeting day on August 30, 2006.

Job Assignments: Some teachers did not know their assignments at the end of the school year. We need to work on stronger language in our new contract. President Chalupsky, Vice-President Anderson-Simonson, and Secretary Tingblad met with Mike Lovett on July 14, 2006, regarding job assignments. Lovett reported that some teachers would receive their assignments that day. President Chalupsky still does not have his assignment.

Transfer Policy: When internal applicants apply for job postings, the most senior applicant should get that position. The district hasn’t been doing this for the last two years, but has used the May 1st language. President Chalupsky and Vice-President/Teachers’ Rights Chair Anderson-Simonson have notified Lovett that the district is in violation of the contract, and that the MTA is prepared to file a grievance.

Teachers’ Rights Building Representatives: There hasn’t been a procedure for appointing Teachers’ Rights Building Representatives. The Governance Board will confirm this year’s Teachers’ Rights Building Representatives and will set up elections for the following year.

AFT Convention: President Chalupsky will leave for the convention on July 20, 2006. The 2004-2005 MTA Audit has been completed and forwarded to Education Minnesota and the AFT. President Chalupsky will find out when he arrives at the convention if he and Jan Nelson will be seated as delegates.

MTA Audit: The auditor has recommended that the MTA use Quick Books Pro. After the program is purchased, the auditor will train and help transfer records to the new program. The 2004-2005 audit has been completed and the audit is good. The process has cleaned up the records and has brought the records up to date to prepare for the 2005-2006 audit. The current budget cycle runs July 1 to June 30, however the audit budget year runs September 1 to August 31. Treasurer Anderson recommends that we establish a short two-month summer budget now and begin the new budget year on September 1, 2006. Motion by Anderson-Simonson, seconded by Drexler, that we establish a short two-month summer budget now and begin the new budget year on September 1, 2006. Motion carried.

Summer School Memorandum of Understand: One Physical Education class was offered for full credit. The MTA will negotiate higher pay in the next contract.

Meet and Confer Meeting: Former President Ricke canceled the May Meet and Confer meeting because School Board members were not present. President Chalupsky will work to make Contract Administration meetings more productive. He will also meet regularly with administration. The Meet and Confer meetings will follow the Contract Administration meetings and will not be canceled.

 

Motion by Goodspeed-Gross, seconded by Ruffino, to adjourn. Motion carried. Meeting adjourned at 10:36 a.m.

Governance Board training continued after the meeting until 3:00 p.m.
